can you give the complete error message that you get while installing quicken?
based on discussion its clear that the issue is either caused in Windows XP sp2 or the quicken installer itself.
Are you using any security programs or firewalls?
Try disabling those softwares before attempting to install quicken
Which version of Windows installer are you using in Windows ? ( check them in control panel > add/remove programs )
Perhaps you could also try the following cleaners from quicken itself.

Bottom line - If you have purchased quicken and not using trial version of Quicken you must contact tech support again and insist them to troubleshoot.
